What Happens to Solar Panels After 25 Years? Recycling and Disposal Rules in India
Every quote we write at Sri Ishaan Solar mentions a 25-year performance warranty, and every so often a customer in Hyderabad asks the obvious follow-up: what happens when it's over — do we end up with a rooftop full of toxic waste? It's a fair question, and the honest answer has three parts: panels don't die at 25 years, India has only just started building the rules for what to do with the ones that do reach end of life, and a full recycling industry here is still being built. Here's what's actually true, backed by the current regulations and data, not the scare stories.
First: 25 years is a warranty period, not an expiry date
The "25 years" you see on every solar quote — including ours — is the manufacturer's performance warranty, the point up to which they guarantee the panel will still produce at least 80% of its original rated output. It is not a shelf life. Solar panels don't switch off or stop generating electricity once that warranty period ends.
Crystalline silicon panels, which is what nearly every residential rooftop in Telangana uses, degrade slowly and predictably: typically 0.4% to 0.8% of output lost per year. Do the math over 25 years and most panels are still delivering somewhere around 80-85% of their day-one output, not zero. Panels installed in the 1990s in other parts of the world are still generating power today. A panel reaching year 25 isn't a dead asset — it's a slightly-less-efficient one that could realistically keep running for another decade or more.
So are solar panels e-waste in India? Yes — since 2022
Even though most panels won't need disposal for decades, India has already put a legal framework in place. The Ministry of Environment, Forest and Climate Change notified the E-Waste (Management) Rules, 2022, and Chapter V of these rules specifically brought solar PV modules, panels and cells under India's e-waste system — classified under a category referred to as CEEW 14.
Under these rules, companies that manufacture or sell solar PV modules, panels or cells have to:
- Register on the CPCB's e-waste portal
- Maintain an inventory of the modules/panels/cells they've put into the market
- Arrange for proper storage of end-of-life solar waste — the rules currently plan for this out to 2034-35
- File annual returns on what's been produced, sold, and collected back
This puts the compliance burden mainly on manufacturers and large sellers, not individual rooftop owners — but it matters because it's the legal foundation that everything else (collection, recycling, safe disposal) will be built on.
CPCB's 2025-26 solar waste guidelines: what's new
The next real step came from the Central Pollution Control Board (CPCB), which released draft guidelines in June 2025 for the safe storage, handling and transportation of discarded solar PV modules, panels and cells — described in reporting as India's first dedicated "solar waste playbook." These were refined further and reissued in early 2026.
The guidelines focus on operational safety rather than recycling mandates just yet:
- Storage: facilities must be covered, dry and well-ventilated to stop moisture damage
- Flooring: impervious, non-leachable flooring is required so that heavy metals can't leach into soil or groundwater
- Stacking limits: panels can be stacked no more than 20 layers or 2 metres high, whichever is lower, to prevent panels at the bottom from being crushed
- Transport: discarded panels must move in covered trucks, ideally ones already authorised to carry hazardous waste
- Collection: producers and manufacturers are expected to set up proper take-back and collection mechanisms rather than leaving disposal to chance
Important nuance: as of mid-2026, these guidelines set out how to store and move solar waste safely — they don't yet impose binding recycling targets or a full Extended Producer Responsibility (EPR) scheme specific to solar, the way India already has for other electronics. Industry commentary widely expects a full solar EPR mandate to follow, with 2027-28 mentioned as a likely window, but that isn't law yet. We'll update this guide as that firms up.
Why the rules exist: the waste volume is coming, just not tomorrow
None of this regulation is happening in a vacuum. Independent research from the Council on Energy, Environment and Water (CEEW) projects that India's cumulative solar waste could reach around 340 kilotonnes by 2030 from currently installed capacity alone, climbing to a much larger roughly 11,200 kilotonnes (about 112 lakh tonnes) by 2047 as the huge volume of solar capacity India is installing today eventually reaches end of life. About 92% of that projected waste is expected to come from crystalline silicon panels — the type used on almost every home rooftop, including systems we install.
That's a real number worth planning for at a national level — but it also tells you this is a 2040s-and-beyond problem for the bulk of India's rooftop fleet, not something a household going solar in 2026 needs to worry about operationally.
What's actually inside a solar panel — and what recycling recovers
A rooftop solar panel isn't a single toxic block. It's a layered assembly of mostly ordinary, recoverable materials. Here's roughly how a standard crystalline silicon panel breaks down, and what current recycling technology can do with each part:

The headline takeaway: the great majority of a solar panel by weight — the glass and the aluminium frame — is already easy to recycle using processes similar to ordinary glass and metal recycling. It's the thin, high-value layer of silicon, silver and copper embedded in the cell that needs more specialised (and currently more expensive) processing to recover fully.
Does India actually have solar panel recycling facilities yet?
This is where we'd rather be straight with you than oversell it: India's solar panel recycling ecosystem is still developing as of 2026. There is real activity, but it isn't yet a mature, nationwide industry.
- A major global panel manufacturer operates an in-house recycling facility at its Indian manufacturing site, built to recover a high share of material from panels it processes.
- At least one Indian engineering company has announced plans, in partnership with a European technology provider, to set up a dedicated PV recycling plant.
- Academic and research groups in India (including university research teams) are actively developing indigenous, lower-cost recycling processes suited to Indian conditions.
- CEEW's own analysis estimates India will eventually need close to 300 dedicated recycling facilities, each processing a few thousand tonnes a year, to handle the solar waste expected by 2047 — and that building this capacity out will need meaningful capital investment.
In other words: the building blocks exist, the regulatory scaffolding (E-Waste Rules 2022, CPCB's 2025-26 storage guidelines) is going up, but a homeowner in Hyderabad today cannot simply drop off a damaged panel at a dedicated neighbourhood solar-recycling counter the way you might with an old phone. That infrastructure is a work in progress, tracking a few years behind the regulation itself.
What this means if you're going solar in Hyderabad today

A few practical points worth keeping in mind:
- You're not buying a waste problem. A panel installed in 2026 isn't due for realistic end-of-life consideration until the 2050s, by which point India's recycling infrastructure will almost certainly look very different from today.
- Never bin a damaged panel with household waste. If a panel cracks or is damaged in transit or by weather, it should go through a proper e-waste channel — your installer, the manufacturer's collection arrangement, or an authorised e-waste handler — never general municipal garbage.
- Ask about manufacturer take-back. As EPR-style obligations tighten under the E-Waste Rules, more manufacturers will formalise collection routes for end-of-life panels. It's a fair question to ask any installer, including us.
- Degradation, not disposal, is the real 25-year conversation. The more useful thing to plan for is that your system will still be producing strongly at year 25 — which is exactly why the payback math on rooftop solar works out so well in the first place.
